Don't overlook the box stores and linen departments in department stores for fabric. Often you can find a small size oblong or square on sale (I've paid $10 or less) that you can use for the runner. Just cut a rectangle the width and length of runner you need first. Then make matching napkins with any leftovers. Just hem or serge the napkin squares.
